Dear all,
after discussion and some ammendments in the WP3 Concept document for capacity-buidling and piloting we invite you  to study carefully the framework document again, to introduce your comments or questions (with your organisation's abbreviation in brackets) and to provide the necessary updates as to your piloting context. Please check the comments at the respective places where we aks you to provide more specific data.
